Summary

 
The purpose of this study is to develop a methodology for program goal-oriented planning and examine capabilities and specifics of the hierarchy analysis method to this end for shipbuilding industry sector. The subject matter for the study is regulatory, statutory and other directive documentation and materials used for shaping state programs and strategies of shipbuilding development, as well as findings of the Krylov State Research Centre obtained under “State Program – Shipbuilding”, “State Program – Shipbuilding 2”, “Omega-35-32” and “System – Shipbuilding Industry” Research Projects. It has been found that the existing planning system is patchy and imperfect, ignoring the earlier experience of the USSR planning efforts and failing to use new developments in the planning theory over the past 25 years. Issues of the program goal-oriented planning are analyzed and suggestions are made for improving the existing planning mechanism by implementation of the hierarchy analysis method. Also, another approach to structuring the system of goals and tasks based on the polar goal-setting method is suggested as an alternative to the presently used approach.
