Object and purpose of research.The paper discusses the Russian system of materiel procurements, regulatory and legal basis, organizational fundamentals of construction and operation stages for the ships of the Russian Navy
Subject matter and methodsAnalysis of the known and published information on Russian and foreign practice of materiel procurements and ship life cycle management
Main results.Russian regulatory basis has some discontinuities in responsibility and funding for the entire life cycle of the ship: design and construction costs are covered separately from the operational costs. This could be detrimental, especially for large ships, when there is no target funding for major repair to be performed according to the required timelines.
Conclusion.Russia needs a legislation that would regulate the target budget funding of ships throughout their entire life cycle, especially the stages of operation. To make the management more efficient, it is suggested to form a working group in the Russian Ministry of Defense that would be authorized to manage the life cycle of ships from the design stage to scrapping.
