Summary

Object and purpose of research. The purpose of this study was to justify the necessity of modern methodical approaches to management decision making in order to enhance the safety of offshore oil & gas facilities at the stages of their design and operation.
Subject matter and methods. These methodical approaches are based on the Krylov State Research Centre acvitities, risk management standards, Russian and foreign developments in this fields, as well as on the methods of theoretical studies.
Main results. This paper summarizes existing methodical approaches to management decision making to enhance the safety of marine oil & gas facilities. It also suggests a selection procedure for risk assessment methods taking into account the factors and criteria important for the safety of offshore facilities, with a special emphasis on formalized methods for risk and uncertainty assessment, probabilistic simulations in the process of management decision making at design and construction stages of these facilities.
Conclusion. Methodical approaches and recommendations on management decision making during design and operation of offshore oil & gas facilities discussed in this paper are intended to obtain efficient risk mitigation solutions and tools and enhance operational safety of offshore facilities, as well as select optimal and cost-efficient solutions.
